National Constraints on Global Public Goods

During her stay at CESifo, Ingrid Ott will discuss her current paper: “Overcoming the National Perspective in the Provision of Global Public Goods: a Macroeconomic Perspective.” National policies are not suitable for resolving the challenges arising in the context of the provision and the financing of global public goods, such as clean environment, cyber security, and the defense of global health. These are, however, essential for national productivity and thus overall welfare. In order to overcome the incentives to free ride, policy coordination on a supra-national level is mandatory. Ms. Ott especially seeks to better understand the mechanisms driving or reducing economic imbalance in the context of the provision of global public goods, which is understood to be a production input like private capital or the corresponding institutional environment (trust).

Ingrid Ott’s scientific work has been published in a variety of peer-reviewed journals. She is an experienced economic policy advisor for the German Government and active on various national and international scientific boards. She has served as a member of the Expert Commission in Research and Innovation (EFI), the Innovation and Technology Analysis Advisory Group (ITA), the Strategy Dialogue of the Automotive Industry in Baden-Württemberg and the Finnish Research Council. Since 2020 she has been the scientific spokesperson of the KIT Center for Humans and Technology.

Ingrid Ott is a full professor in Economics at the Karlsruhe Institute of Technology (KIT) where she heads the Chair in Economic Policy. She studied Economics and Business Administration at the Universities of Hannover (Germany) and Alcalá de Henares (Spain). She obtained her PhD (Dr. rer. pol.) from the University of Lüneburg where she subsequently held the Chair in Innovation and Growth. Thereafter she headed the research group “New Technologies and Regional Innovation Systems” at the Hamburg Institute for the World Economy and became a member of the group “Knowledge Accumulation and Growth” at the Kiel Institute for the World Economy, where she is still Research Associate.
